Planner III

Planner III:  To provide advanced professional and lead planning and design work in directing major activities or strategic initiatives including directing the development, coordination and review of implementation strategies in support of strategic infill, redevelopment and new urban initiatives in the County.  This position serves as a primary project resource to county initiatives directed by  the County’s Comprehensive Plan and plan amendments, Critical Area Planning studies, revitalization/redevelopment plans, strategic planning initiatives, public/private development plans.  This position will provide analysis and recommendations on community planning and urban design issues in a wide variety of rural, suburban and urban settings, with an emphasis on sustainable planning.   This work includes a high degree of public involvement and interaction.

Duties:

Participates in a project management capacity on strategic initiatives and special projects.  Exercises professional judgment in representing the Planning and Development Services Department in public hearings, presentations and meetings with the Board of County Commissioners, Planning Commission, County Attorney, and other County Departments; coordinates with, municipalities, adjacent county governments and other jurisdictions; advises and assists other County Departments , regional and state agencies, citizen groups, property owners, organizations, attorneys and other interested parties with respect to strategic planning initiatives and projects.  Assists in interpreting and analyzing potential outcomes and implications of development alternatives, including providing urban design principles and practices and drafting appropriate responses and recommendations. Develops and oversees project plans and budgets.

Prepares and presents periodic and special reports and presentations which may include charts, graphs, technical data spreadsheets and maps, including working with stakeholders individually and leading public meetings; and effectively communicating urban design concepts and solutions verbally and graphically.  Facilitates at project workshops.

Other duties as assigned or delegated, including participation in the Planner of the Day (POD) program assisting the general public and County agencies and departments with general information requests.

Minimum Qualifications:  A Bachelor’s Degree from an accredited college or university in Planning, Geography or a related field, and six (6) years of related professional planning experience.  A Master’s Degree may substitute for one year of required experience. Planning experience may substitute for education on a year-for-year basis. AICP certification required at time of hire or within 18 months from date of hire.

Preferred Qualifications:  GIS Mapping experience is preferred. Project Management certification is preferred.  FEMA training is preferred.

Job Competencies:  Principles and practices of public planning, land use and public facilities planning, demonstrates innovative thinking in planning for sustainable communities; demonstrates knowledge of the principles, practices, and trends in architecture and urban design; can conduct studies, analyze findings and provide recommendations for urban design issues with an emphasis on architecture and building design; is familiar with New Urbanism, SmartGrowth, and Form-based Coding principles; can understand and interpret building and site plans; and possesses illustrative graphic skills in hand renderings and/or computer aided techniques.  Knowledge of local and state laws, rules and regulations pertaining to land use planning, complex project management, effective leadership and facilitation skills, positive interpersonal skills, polished public speaking skills, advanced written and oral communications skills. Must be proficient in Microsoft Office software, and become proficient in other software which the County may utilize.
