General Description and Classification Standards
The purpose of this position is to design, implement and manage GIS technical projects as assigned using the ArcGIS software suite and related software. This job will focus on automation of GIS data conversion, data maintenance, and map production, as well as developing GIS Web and mobile graphical user interfaces to increase efficiencies of GIS work flow processes.
Supervision Received & Given
Works under general supervision of the GIS Manager and/or the GIS Coordinator. Depending on organization structure, may work independently with responsibility for an assigned function or program.
Essential Duties & Responsibilities
The following duties shall be expected for this job; however, they should not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Trains, supervises and provides technical support
- Develops ArcGIS Online Web maps and apps, Python and modeled geoprocessing tools for use with geographic information, quality assurance, data analysis, map production, and report production.
- Performs highly responsible technical work in geographic information systems design and implementation.
- Captures data in multiple spatial data formats using global positioning system equipment, standard digitizing techniques and other means.
- Develops, edits and maintains geospatial data, SDE versioning and replications using ESRI desktop and web-based tools
- Efficiently converts data between standard spatial data formats including but not limited to AutoCAD drawing and BIM files, ESRI geodatabase feature classes, stand-alone tables, spread sheets and various raster data formats
- Helps develop and maintain overall integrity of spatial databases, including but not limited to consistent metadata standards and database schemas
- Documents processes and requirements for applications as they are developed and modifies existing documentation as needed
- Supports operations of a multi-department enterprise GIS
- Provides technical assistance to all departments and the public in implementing GIS projects including training employees in GIS procedures and software
- Responds to and resolves customer complaints and emergency requests relating to the GIS functions and operations
- Performs high-level technical review of geospatial information to determine completeness, accuracy and adherence to specified standards
- Researches, tests and recommends new hardware and software products for GIS use
- Recommends, adapts and updates existing systems to meet user requirements
- Performs high-level technical review of GIS and 3rd party software to determine software functionality, interoperability with existing systems and adherence to current technology standards and directives
- Assists management in establishing long-range strategy and goals for the GIS business unit
- Able to effectively communicate and interact with government officials, consultants, management, employees, and members of the general public
- Capable to assemble information and make written reports and documents in a concise, clear and effective manner
- Good organizational, management, human relations, and technical skills
- Proficient to use independent judgment and discretion in determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems

Leadership Provided
Routinely provides work group leadership, guidance, and/or training to less experienced staff. May be required to act as team lead on assigned projects.
Knowledge, Skills & Abilities
Skilled in database development and management; GIS applications/tools development and use, GIS mapping acquisition and use, or other directly relevant activities. Ability to train others; ability to build effective relationships within the organization.
Minimum Qualifications – Education and Experience
Bachelor’s degree in GIS, geography, computer science or engineering (equivalent professional experience may be considered for substitution for the required degree on an exception basis).
5 years of specific GIS work experience.
